Introduction
As software engineering transitions from assistive tools (Copilots) to autonomous agents, the question is not whether humans will remain relevant, but where their relevance lies. The common narrative suggests a "Human-in-the-loop" model, implying supervision of execution. This is insufficient. We are witnessing a fundamental shift in the control hierarchy.
Automation does not remove humans; it pushes them upward. Early tools accelerated Action. Agents now automate Decision and Action. The remaining, irreducible human domain is Orientation. This shift demands a re-evaluation of the human role from "operator" to "steward" of system dynamics, operating within a Joint Cognitive System.
The OODA Loop Framework
To understand this shift, we must look to John Boyd's OODA Loop: Observe, Orient, Decide, Act. Boyd argued that Orientation is the "center of gravity"—it is where genetic heritage, cultural tradition, previous experience, and new information converge to shape how we perceive reality. Speed and execution are secondary to how meaning is constructed (Boyd, 1996).
In the context of autonomous coding agents, the loop bifurcates, though the lines are blurring as agents develop primitive world models:
- Decide & Act (Agent Domain): This involves planning steps, writing code, executing tests, and deployment. These are logic-bound, execution-heavy tasks. While agents increasingly perform internal "orientation" (interpreting state against training data), they lack the lived experience to generate meaningful intent.
- Orient (Human Domain): This involves context, values, intuition, and the synthesis of meaning. Why are we building this? Meaning is constructed here. Humans must "get inside" the AI's loop to align its rapid execution with broader organizational goals.

Historical Arc: Levels of Automation
Sheridan & Verplank's (1978) 10-point scale of automation provides a rigorous map for this evolution, which can be operationalized into a staged autonomy ladder. We see a rapid ascent through these levels in software engineering (SWE):
- Assistive Phase (Levels 2–4): The computer suggests options (e.g., classic autocomplete, early Copilot), but the human executes. Use of AI coding assistants is ubiquitous here.
- Agentic Phase (Levels 5–6): The computer executes a task and reports status, or executes unless vetoed. We entered this phase decisively in 2025–2026. With tools like GitHub Copilot's 'Agent Mode' and autonomous solvers like Blitzy (scoring ~87% on SWE-bench Verified), agents can now navigate complex, multi-file changes autonomously. The human role shifts from "driver" to "auditor" or "manager."
- Orientation Phase (Levels 7–9): The computer executes autonomously, informing the human only if asked or if critical parameters are breached. As strategies like adaptive automation emerge, systems may dynamically shift between levels, granting autonomy during routine operations while handing back control during anomalies. The human role shifts entirely to monitoring system dynamics and maintaining Joint Situational Awareness.
Joint Cognitive Systems
The future human role is not just "Supervisor" of tasks but a partner in a Joint Cognitive System (JCS) (Hollnagel & Woods, 2005). In this view, the human and agent form a single cognitive unit. The goal is co-agency, where the machine extends human capability rather than just replacing labor.
Resilience Engineering
In Resilience Engineering terms, complexity requires systems that can perform four core functions: respond, monitor, anticipate, and learn. Autonomous systems are prone to "drift"—a slow decoupling of local actions from global intent. The human provides the "outer loop" correction, re-orienting the system when it strays from values or strategic goals using governed execution models. This joint system relies on the human's ability to handle the novel and unforeseen—capabilities often missing from even advanced agents.
Concrete Examples: Context Engineering
If the agent handles the text (the code), the human MUST handle the context. This is "Context Engineering" (Qishuo Hua et al., 2025)—the systematic process of designing context collection, management, and usage to enhance machine understanding, often codified via Context Engineering through Execution Contracts. It is effectively engineering the Orientation phase for the AI.
- Context Collection & Curation: Ensuring the agent is "learning" from the correct documents and patterns (RAG), creating the boundaries of its world map.
- Context Management: Managing the agent's memory and state, preventing "hallucinations" or context drift over long tasks.
- Context Usage (Constraint Setting): Defining non-negotiables (security, style, performance) and translating fuzzy business goals into concrete technical directives (Value Alignment).
Humans observe not just the code, but the dynamics: Is the agent aligning with our values? Is the system becoming brittle? We move from writing lines of code to curating the environment and incentives in which agents operate.
Trade-offs and Failure Modes
This shift reveals what Lisanne Bainbridge called the "Ironies of Automation" (1983). The central irony is that by automating the "easy" execution tasks, we leave humans with the far more difficult task of monitoring for complex, opaque failure modes without the tactile engagement that builds expertise.
The Orientation Bottleneck & Automation Bias
"Human-on-the-loop" monitoring is cognitively more demanding than "Human-in-the-loop" doing. This creates an Orientation Bottleneck exacerbated by well-known cognitive limitations:
- Vigilance Decrement: As humans shift to passive monitoring, detection of anomalies drops significantly—sometimes within 15–30 minutes (Mackworth, 1948).
- Out-of-the-Loop Performance Problem: When operators are removed from active control, their Situational Awareness and manual skills degrade, making it difficult to intervene effectively during failures (Endsley & Kiris, 1995).
- Automation Bias: The tendency to over-trust the system, assuming the agent is correct and disregarding contradictory information.
Intuition Deficits
Naturalistic Decision Making (NDM) research defines intuition as compressed inference (Klein, 1998). Experts don't compare options; they recognize patterns. AI agents, lacking embodiment and social context, often fail at higher levels of situational awareness (Endsley, 1995). They cannot "feel" organizational friction or the aesthetic "smell" of bad architecture.
Conclusion
The era of "typing code" is ending. The era of "cultivating systems" represents the new human loop. By understanding the distinction between Orientation and Execution, we can see that automation is not replacing the human element; it is refining it. We are not leaving the loop; we are ascending it to a position of higher-order observation and stewardship. The future of software engineering belongs to those who can Orient best.
